What is TWIA?

The Texas Windstorm Insurance Association (TWIA) is the state's insurer of last resort for windstorm and hail insurance in designated coastal areas. If private insurers refuse to provide windstorm coverage on your coastal home, TWIA guarantees coverage if statutory eligibility requirements are met.

The 14 Tier 1 Coastal Counties Covered by TWIA

TWIA operates in 14 coastal counties: Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio, and Willacy, plus eastern portions of Harris County (east of State Highway 146).

The WPI-8 Certificate Requirement

To qualify for TWIA coverage, structures built or altered after January 1, 1988, must have a valid **Certificate of Compliance (WPI-8 or WPI-8-E)** issued by the Texas Department of Insurance (TDI), proving that roof replacements, structural additions, and repairs meet windstorm building codes.

Why You Need a Companion Policy (HO-A or Companion Policy)

TWIA policies **only cover wind and hail**. They do NOT cover fire, lightning, theft, personal liability, or water leaks. Coastal homeowners must purchase a companion homeowners policy (or HO-A form) with a private insurance company to cover non-wind perils.
